Dear Leonard:

I would like to inform you that the current situation in Ruhengeri is very critical. The population needs all the help they can get.

On July 2, in broad daylight, the RPF army staged an operation during which they blocked all exits from the Ruhengeri market, then went on to round up whomever they wanted from among the people, before loading them onto six Daihatsu trucks and ferrying them off to the local stadium. The next morning all of them had disappeared, most likely killed. Do you remember Jyarua? He was among those arrested, and all of them are gone.

This has been going on for several months now. Once in the stadium, it is reported that the detainees undergo a screening: designated army officers known as CADER, wearing hoods with only one opening on one eye and looking implacable with tight lips, select by pointing at them those to be executed, who are then carried away to their death.
No one is ever known to have been taken away from this screening and come back. A methodical extermination is underway!

There is a huge camp in Vunga, an area where the army has forcibly herded the entire population into camps guarded by government soldiers, with anyone being spotted outside the camps paying with their lives.
Within the camp itself, people are dying of starvation: detainees are not fed and nobody can supply them with food, since people who are spotted outside the camps are taken for rebels, and killed.

Please spread the word, for nobody is reporting on these massive human rights abuses.

Sincerely yours,

O.M.
