3rd Rebel Faction Emerges In Congo

Kampala - While the bickering RCD leaders Wamba dia Wamba and Z'Ahidi Ngoma were mending fences in Kampala, their colleague Deogratias Bugera was busy launching the Movement des Reformateurs (reformers' movement ).

Bugera has been RCD's head of planning and was Secretary General of the front that removed Mobutu and served as Kabila's minister for the presidency. He is a Mugogwe, a Tutsi sub group and the core of his fighters are from Masisi.

He has built up youthful cadres known as Renewed RCD and has been calling for the inclusion other forces. The Indian Ocean Newsletter claims that Bugera is working with Willy Misheki, a senior man in RCD. It also alleges that Uganda is aiding them. Sunday Vision could not get a comment from State Minister Stephen Kavuma, although he was given a copy of the newsletter.

Bugera's is the second rebel group to come up to rival Wamba dia Wamba's RCD. Last November Jean Pierre Bemba launched the Congolese Liberation Movement.
