Five-Point Plan To Resolve DRC Crisis

Ouagadougou, Burkina Faso (PANA) - A summit of the OAU committee on conflict resolution, which ended Friday in Ouagadougou, Burkina Faso, has adopted a five -point plan as basis for ending the current crisis in the Democratic Republic of Congo.

The plan, according to OAU secretary-general, Salim Ahmed Salim, recommended immediate cease-fire and respect of the national sovereignty and unity of Congo.

It also recommended the withdrawal of foreign troops, the need to address security concerns in DRC and its neighbours, and the need to "facilitate internal political dialogue in the country that takes into account the interests of all Congolese people."

Meanwhile, Rwanda and Uganda have once again admitted the presence of their armies in Congo.

Delegations from the two countries said their action was dictated by the concern for the security of their states.

Rwanda spoke of the presence of "elements from ex-Rwandan armed forces and Interahamwe militia", while Uganda said Congo is harbouring rebels from the Democratic Alliance, which include elements from the defeated army of former Ugandan President Idi Amin Dada.
