'Set up combined force'

Lusaka - Congolese nationals in Zambia have called for the formation of a
combined Organisation of African Unity (OAU) and United Nations peace-keeping
force in DR Congo in a five-point plan to help restore peace in the former
Zaire.
The plan also includes the disarming of all fighting forces and the pullout of all foreign military interventionists. The concerned Congolese are members of a non-political organisation called the Syndicate for the Voice and the Interests of the Nation (SVIN).
SVIN spokesman Jean Ng'andu unveiled the peace plan in Lusaka. Mr. Ng'andu said a neutral electoral commission should also be constituted to prepare for polls under free and fair conditions which guaranteed security for all.
The elections should be held under neutral international observers to ensure they were free and fair. An agreement should be reached for all contestants to accept the results.
After elections, the interim bodies should form a commission with the government of the day to discuss Rwanda and Uganda's involvement in the Congo crisis. Mr. Ng'andu challenged the people involved in the war to give peace a chance if they were really fighting for national interests.
